		04 Celerino Garcia San Quintin, 6/25/2000 Celerino Garcia, talks to children before the last rally of his election campaign. Garcia is the first Mixtec indigenous candidate, of the Party of the Democratic Revolution, for the Mexican Chamber of Deputies from the Valle de San Quintin in Baja California. Here Mixtec migrants from Oaxaca have historically been exploited as farm workers in extremely bad conditions.
